Overview
The Great Salt Lake Distribution Management Plan is established by the State Engineer in accordance with statutory requirements outlined in Utah Code Chapter 73-33. The Plan serves as the foundation for the measurement, appropriation, apportionment, and distribution of water within the Great Salt Lake meander line.
The primary objectives of the plan include: establishing requirements for the accurate measurement, quantification, and reporting of diversions, depletions, and return flows associated with Great Salt Lake water rights and developing procedures for the equitable apportionment and distribution of Great Salt Lake water rights, consistent with the principles of prior appropriation and the multiple use sustained yield approach as these principles relate to the reasonable preservation or enhancement of the lake’s natural aquatic environment.

Under Utah Code 73-10-15, the Division of Water Resources is required to periodically publish a state water plan. Each state water plan strives to identify current water use and future demand throughout the state, as well as provide recommendations for policy, fiscal support and implementation of findings by governmental and private institutions. The plan is the culmination of data gathering, modeling and collaborative efforts with a diverse and balanced group of stakeholders at the state and local level.
The division has been working with state agencies, local governments, tribal representatives, watershed councils, water providers and members of the public to draft the 2026 plan, which will be published in December 2026.
